Code of Ethics of the Association of French Consultants in Lobbying and Public Affairs

Article 1
The lobbying consultant advises companies, associations or local authorities to defend their rights and their interests towards organisations that may take decisions affecting them, by providing rigorous information, reflecting the current available knowledge.
 

Exercising the profession

Article 2
The profession of lobbying or public affairs consultant may be operated as an individual, or as a salaried employee within a corporation or association.

Article 3
Any conviction by a penal or civil court for actions contrary to highest standards of honour, probity or ethics forbid the practice of the profession.

Article 4 
Exercising the profession of lobbying consultant cannot be carried out in conjunction with:

• holding elective office on either the national or the European Union level;
• being employed in a Minister’s cabinet or in a national administration, European, or International Institutions
  

Article 5
Lobbying consultants comply with the existing rules concerning the recruitment of former civil servants from national administration, European or international institutions.

Article 6
Lobbying consultants recommend the implementation of measures that deem necessary in order to achieve the objectives of their clients and/or employers. They assist said clients and/or employers in achieving these jointly-defined objectives and are committed to providing adequate resources. 
 

Relations with the Institutions

Article 7 
In their contacts with the Institutions, at national, European or International level, lobbying consultants declare their full identity and the interests for which they are working.

Article 8
Lobbying consultants identify all their clients and employers to the appropriate authorities of all national and European parliamentary bodies when requested to do so.

Article 9
Lobbying consultants are committed to comply with the internal regulations and institutional procedures of national, European and international representative bodies.

Article 10 
Lobbying consultants are committed to comply with existing rules of access and release of official documents, and in particular, not to sell for profit to third parties, copies of documents obtained from the Institutions.
 

Prescriptions

Article 11
Lobbying consultants are committed to informing their clients or employers of any conflict of interest that might arise with regard to similar or antagonistic objectives.

Article 12
Given the strategic importance of their dossiers, lobbying consultants are committed to respecting confidentiality.

Article 13
Lobbying consultants alert their employers or clients should their objectives contravene good business practices or current regulations and legislation.

Article 14
Companies, businesses and associations that use the services of lobbying consultants undertake to provide them with the most honest and accurate information available.

Article 15 
All members of the AFCL (Association of French Lobbying Consultants) agree to abide by the principles laid down in this code in all assignments they undertake.
